Understanding the NOE CPC Framework

Established in 2007, the NHS North of England Commercial Procurement Collaborative (NOE CPC) is wholly owned by the NHS, offering tailored procurement solutions for the healthcare sector and public organisations. By harnessing collective buying power and specialised category knowledge, NOE CPC strives to provide compliant and innovative procurement options that generate significant cost savings for the NHS.

 

NOE CPC Framework Overview

The Consultancy and Associated Services framework (NOE.0570) has been established on behalf of NHS Procurement in Partnership (NHS PiP), a collaboration of four NHS procurement organisations. This framework offers a streamlined solution for contracting authorities seeking approved consultancy firms and service providers, promoting compliance and efficiency.

This versatile framework covers five core areas, including:

A) Property and Estates Consultancy

B) Programme and Project Management Consultancy

C) Financial, Commercial, and Related Consultancy

D) Environmental, Sustainability, and Social Value Consultancy

E) Health and Social Care Consultancy

 

Within the NOE CPC Framework Lot A7 Asbestos Management Services, Lucion Services is approved to deliver:

  • Asbestos consultancy services for contracting authorities;
  • Development of asbestos removal specifications;
  • Project management and Principal Designer services for asbestos removal projects;
  • Review of LARC asbestos risk assessments;
  • Evaluation of asbestos training requirements, and;
  • Provision of cost-effective and risk-averse solutions for asbestos-related challenges.

 

Provide contracting authorities with consultancy services to include but not be limited to:

  • Supporting Duty Holders in managing asbestos and guiding them through the identification, assessment and control process 
  • Writing removal specifications with a clear project brief to ensure client requirements are at the forefront, ensuring project scopes and schedules are understood and considered prior to the design of asbestos encapsulation or asbestos removal works. 
  • Acting as project manager and/or Principal Designer for your asbestos removal works including tendering projects, vetting contractors and suppliers and overseeing delivery. 
  • Reviewing Licensed Asbestos Removal Contractor (LARC) Risk assessments and plans of work, ensuring your project requirements are met Assess existing training requirements, taking into consideration estates teams, maintenance teams, CDM duty holders and facilities teams and anyone who may come into contact with asbestos-containing materials. 
  • Providing recommendations for further project progression Providing risk-averse or most economically advantageous solutions to potential or present issues.

 

To be appointed as a supplier under this framework, companies must meet specific criteria, including:

  • ISO 9001 and ISO 14001 accreditation for all companies and subcontractors.
  • Cyber Essentials Accreditation.
  • At least one of the following certifications: CHAS, PAS91, SSIP, Constructionline, or Safecontractor.

  • Asbestos bulk sampling and analysis following HSG 248 guidelines.
  • Qualitative and quantitative identification of asbestos in soils.
  • Asbestos air testing and monitoring using Phase Contrast Optical Microscopy (PCOM) analysis.
  • Asbestos fibre determination and fibre counting with Scanning Electron Microscopy (SEM) and Energy Dispersive Spectroscopy (EDS).
  • Four-stage clearance certification for reoccupation.
