Hereford asbestos surveyor fined after disposing of hazardous waste at a recycling centre

As reported on kidderminstershuttle.co.uk an asbestos surveyor who unlawfully disposed of hazardous waste at a recycling centre has been fined almost £3,000.

Lister Yallup, 58, of Portland Street, Hereford, pleaded guilty to failing to transfer controlled waste (asbestos) to an authorised person and using a forged hazardous waste consignment note at Hereford Magistrates’ Court earlier this month.

The court heard that between May and June 2017, Yallup used Hereford Household Recycling Centre to unlawfully dispose of asbestos which he had been paid to remove by two businesses, declaring it was domestic waste.

Yallup then forged a hazardous waste consignment note to one of the businesses, purporting the asbestos waste had been disposed of legally.

Yallup was ordered to pay fines and costs totalling £2,835.

Marc Willimont, Herefordshire Council’s head of regulatory and development management services, said: “Mr Yallup unlawfully used a household waste facility to dispose of hazardous waste and then used forged documentation to deceive an honest business into believing they had fulfilled their duty of care.

“This allowed Mr Yallup to avoid paying for hazardous waste disposal through an authorised person – which was instead paid for by the public.

“Herefordshire Council will continue to ensure that resident and business waste is disposed of responsibly, and that those who abuse the service will be prosecuted.”

 

Asbestos removal projects are a time consuming, expensive and high liability exercise to undertake. Like any specialist project, specification, procurement and management of the works should be undertaken or at least supervised by an experienced, qualified expert.
